Fiscal analysis and impact assessments have become an essential part of the land development process. Fiscal analysis is crucial to gaining a full understanding of the fiscal effects of growth as measured against revenues and expenditures for available and needed public facilities and services. The critical part of a fiscal impact analysis is determining the proper methodology for public facility and service expenditures. Hofman Planning and Engineering's qualifications in the development of appropriate fee structure and analysis programs includes the preparation of comprehensive Development Impact Fee Programs for numerous local agencies. Specifically, Impact Fee Programs include an inventory of existing land uses and future projections of development intensity and population. The Impact Fee Programs also include an inventory of existing public facilities with projections for future facilities needs generated by anticipated development within the City/County sphere of influence boundary.
HPE is also experienced in the preparation of Public Facilities Finance Plans and other municipal finance plans. These finance plans serve to identify methods of financing needed public facilities as well as provide detailed facility costs estimates. Our fiscal expertise has been enhanced by the development of Public Facility Fee and Fire Protection Fee Programs.
