Corporate Profile and Philosophy
Hofman Planning and Engineering (HPE) has provided land use planning and development services since 1985. Originally founded by Bill Hofman as a one man shop, HPE has now had the privelege of serving a multitude of clients in both the public and private sector. Our client list includes cities, other governmental agencies, utilities, developers, builders and private landowners.
HPE provides professional services in the following core business areas: Planning Services including full project management, land use entitlement processing at all jurisdictional levels, master plans, specific plans, Municipal Service Review plans, local coastal programs and permitting, and staff extension; Civil Engineering including subdivision mapping, grading plans, improvement plans, public facility analysis, hydrologic analysis and storm water management plans; Fiscal Services including public facilities financing programs, fiscal impact studies and development impact fee programs; Environmental Services including preparation of CEQA/NEPA compliance documentation, coastal project management and permitting, regulatory agency permitting, compliance and monitoring.

HPE personnel are sensitive to the multitude of needs of the communities in which we work and we strive to bring developers and governmental agencies together in the process.
