Hofman Planning and Engineering (HPE) has provided land use planning, environmental and fiscal analysis solutions to cities and the development community since 1985. In addition, HPE now has full Civil Engineering capabilities. HPE provides professional, consensus-based land use solutions and has earned the privilege of serving a variety of private and public sector clients throughout California and the Pacific Northwest. Our client list includes cities, other governmental agencies, utilities, developers, builders and private landowners. The HPE team collectively has more than 70 years of hands on experience in land use planning, civil engineering, development studies, public facility and infrastructure analysis, fiscal impact assessments, coastal planning and regulatory permit processing.
HPE provides professional services in the following core business areas: Planning Services including preparation of master plans, specific plans, service area plans, local coastal programs, public facility analysis, and build out analysis; Civil Engineering including subdivision mapping, grading plans, improvement plans, hydrologic analysis and storm water management; Fiscal Services including public facilities financing programs, fiscal impact studies and development impact fee programs; Environmental Services including preparation of CEQA/NEPA compliance documentation, coastal project management and permitting, regulatory agency permitting, compliance and monitoring.
